Awards for loyalty. The Nazi Party issued medals and badges to honor members who showed dedication to the party. These weren't military decorations like those earned in battle, but political ones that recognized service to the party organization.
Different uniform rules. Party members could wear these political awards on their civilian clothes or paramilitary uniforms whenever they wanted. However, soldiers in the regular German military were generally told not to wear them, keeping military and political honors separate.
Special exception. The Waffen-SS, which was an armed unit tied closely to the Nazi Party, had different rules and was allowed to wear both political medals and military decorations together on their uniforms.
